Conférencier : Paul Daly 
Dr. Paul Daly is University Senior Lecture
 r in Public Law\, University of Cambridge and the Derek Bowett Fellow in L
 aw at Queens’ College\, Cambridge. He came to Cambridge from the Univer
 sity of Montreal\, where he was successively Assistant Professor\, Associa
 te Dean and Associate Professor\, having previously worked at the Universi
 ty of Ottawa and Lerners LLP\, Toronto. As a student\, he was a Visiting R
 esearcher at Harvard Law School\, a Fulbright Scholar at the University of
  Pennsylvania Law School and\, at the University of Cambridge\, a National
  University of Ireland Travelling Scholar and Modern Law Review Scholar.
H
 is award-winning scholarship in the broad field of public law (especially 
 administrative law) has appeared in leading academic journals and edited c
 ollections and has been frequently cited by courts\, most notably the Supr
 eme Court of Canada and the Irish Supreme Court.
Fluent in English and Fre
 nch\, he is a regular speaker at academic conferences\, judicial and admin
 istrative training seminars and continuing legal education events.
He main
 tains an internationally read blog on his website\, Administrative Law Ma
 tters\, and regularly speaks to the media. His input on legal matters of 
 great public importance has been sought by parliamentary committees\, gove
 rnmental agencies\, political aides and a wide variety of lawyers in publi
 c and private practice.
In addition to his academic work\, Dr. Daly is the
  co-founder of Navigate.Legal\, a legal analytics consulting firm.

La professeure Johanne Poirier est la première titulaire de la Chair
 e Peter MacKell sur le fédéralisme de la Faculté de droit de McGill. El
 le s’est jointe à la Faculté en 2015 à titre de professeure titulaire
 .
Elle s’intéresse aux fondements\, au potentiel\, aux écueils et aux 
 incarnations concrètes du « phénomène fédéral »\, compris dans un
  sens large\, non-exclusivement étatique.
Biographie
Johanne Poirier est 
 diplômée en histoire et en philosophie (Université Queen’s\, Kingston
 \, Canada)\, et titulaire de licences conjointes en droit civil et en comm
 on law (Université McGill\, Montréal)\, d’une maîtrise en droit compa
 ré (ULB) et d’un doctorat en droit (Université de Cambridge).
La profe
 sseure Poirier était précédemment membre du corps professoral de l’Un
 iversité libre de Bruxelles (ULB)\, où\, entre 2004 et 2015\, elle a dis
 pensé divers cours relatifs au droit comparé\, au fédéralisme\, et au 
 fait régional en Europe\, tant à la Faculté de droit qu’à l’Instit
 ut d’études européennes. De 2008 à 2012\, elle a par ailleurs co-diri
 gé le Centre de droit public de l’ULB.
Johanne Poirier a été professe
 ure invitée à l’Université d’Ottawa\, de Montréal\, au Centre d’
 études constitutionnelles et politiques de Madrid et à la Faculté de dr
 oit de Butare (Rwanda). Elle a réalisé de nombreuses missions d’expert
 ise internationale dans le domaine du droit constitutionnel et du fédéra
 lisme\, notamment en Espagne\, Belgique\, Tunisie\, Bosnie-Herzégovine\, 
 ainsi qu’au Rwanda\, Philippines\, Sri Lanka\, Soudan\, Soudan du Sud et
  Népal. Depuis 2007\, elle siège au Conseil d’administration du Forum 
 des Fédérations.
Avant d’entamer sa carrière universitaire\, Johanne 
 Poirier a été auxiliaire juridique à la Cour suprême du Canada auprès
  du juge Charles Gonthier. Elle a également travaillé comme conseillère
  juridique spécialisée en contentieux constitutionnels et administratifs
  pour le Ministère de la Justice du Canada.
Formation d’un dispensateur
  reconnu aux fins de la formation continue obligatoire du Barreau du Québ
 ec pour une durée d’une heure. Une attestation de participation représ
 entant une heure de formation sera aussi transmise aux notaires
