 aastricht University\, UNU-MERIT et Ecole Polytechnique).  Résumé : Can 
 the current focus of Indian bio-pharmaceutical firms on bio-generics and c
 ontracting for multinationals be used as a route for competence building a
 nd as a stepping stone to become original innovators? The presentation wil
 l demonstrate that while India has ‘strong scientific and technological 
 capabilities’\, it is constrained by weak ‘social capabilities’ of i
 ts labour force\, lack of ‘institutional capabilities’ in regulation a
 nd financing\, infrastructural constraints and absence of national program
 s to achieve concrete targets in terms of biotechnology innovations.
