 for security research within the European Union 'Horizon 2020' research fu
 nd. He is an Adjunct Professor of Homeland Security at the University of P
 ennsylvania. His research work focuses on mechanisms to enhance internatio
 nal\, scientific and technological cooperation in areas central to Nationa
 l sovereignty such as security\, defence and space.SummaryWith the World
 -wide increase of trade\, movement of people\, and the global internet tra
 nsnational crime and transnational security issues are also on the rise. L
 aw enforcement and first response remains largely national\, which has bec
 ome an issue in regions of the World where free trade and free movement of
  people have become the rule\, as within countries within the European Uni
 on. Cross-border (mis)trust among security practitioners and differences a
 mong operational methods\, legal frameworks\, equipment and environments a
 re among the reasons why cooperation and operational level is difficult. T
 he European Union is investing in pan-European cooperative research in the
  field of security to ease operational cooperation in the future.This con
 ference will describe the context in which the European Union is building 
 a 'Security Union'\, and discuss how the various instruments put in place 
 to enhance security research cooperation are impacting trust among the var
