DESCRIPTION:Guest conference : Monica den Boer\, who holds a Chair at the V
 U University Amsterdam on behalf of the Police Academy of The Netherlands 
 and is a Member of the Committee on European Integration.She obtained a Ph
 D in 1990 from the European University Institute and worked at Edinburgh U
 niversity\, the Netherlands Study Centre for Crime and Law Enforcement\, t
 he European Institute of Public Administration\, Tilburg University\, and 
 the European Institute of Law Enforcement Co-operation.She was a member of
  the Dutch Iraq Investigation Committee\, as well as the Defence Future Su
 rvey Group. Her research focuses on European internal security co-operatio
 n.SummaryRecent security strategies have been restyled and focus on the fu
 sion between internal and external security. The EU Security Strategy has 
 advocated an integrated strategy with a prominent position for preventive 
 interventions. The comprehensive security strategy rests on a diffuse thre
 at analysis.This presentation aims at an inventory and assessment of the e
 ffectiveness of instruments and technologies used in European preventive s
 ecurity governance\, such as future-oriented intelligence-gathering and su
 rveillance by means of electronic monitoring and data-sharing\, risk asses
 sments and threat analysis. A blurring between police and military\, publi
 c and private\, national and international governance demands new paramete
 rs to ensure procedural legitimacy and proactive security interventions ma
 y be ill at ease with the legitimacy of the EU as a security actor: what c
